<p>Preventing water damage in your home is important at any time of year, but particularly in the winter when the cold weather can wreak havoc on plumbing. Here are some tips to make sure your water bill is as low as it should be...and that your home is as safe and dry as it needs to be:</p>
<p><strong>Pay attention to your bill:</strong> Major fluctuations in water usage from one month to the next could mean that you have a problem. Taking just a few minutes to look at your bill each month could make a big difference in your wallet!</p>
<p><strong>Inspect appliances:</strong> While much of your home's plumbing can be hidden behind walls and cabinets, most of your appliances that use water can be easily inspected for potential leaks. Each month, take the time to inspect areas around your water heater, dishwasher, refrigerator, washing machine, sinks, and toilets. If any hoses or seals appear old or damaged, replace them. Also, inspect and repair obvious caulking and tile grout damage. It's a small price to pay for what could be expensive repairs later.</p>
<p><strong>Inspect the sewer line:</strong> Clear away build-up and roots from around your sewer line. Obstructions in this area could create major plumbing problems in the future.</p>
<p><strong>Check your water pressure annually:</strong> This is easier than it sounds. Simply purchase a pressure gauge and attach it to the hose faucet. Normal results should range from 45 to 65 pounds per square inch (psi). A reading above 65 psi is considered high and could lead to problems down the line.</p>
<p><strong>Find and fix leaks quickly:</strong> Make a habit of checking the main fixtures regularly so that when something out of the ordinary occurs you will notice it and take action immediately. Sometimes, however, slow water leaks aren't very obvious. A great way to discover hidden leaks is to look for stains in areas where water is often used. For example, if you see even small stains on the cabinet floors beneath the sink in the kitchen or bathrooms, you could have a problem. Warm spots in the floor or tiles could also be an indication of hidden water damage.</p>
<p><strong>Before a vacation:</strong> The worst thing to come home to after a great vacation is major water damage. Consider turning off your water while you're gone. For many homeowners there is a separate shut-off valve for the home that doesn't affect your irrigation system.</p>

<p class="entry"><br />Mortgage interest for the week held fairly close to the previous week's rates, reports Freddie Mac.<br /><br />Average interest on 30-year fixed loans slipped a notch to 4.98 percent from 4.99 percent and was down from 5.10 percent a year ago. <br /><br />Here's how other rates fared for the week: <br />15-year fixed loans dropped down to 4.39 percent from 4.40 percent. <br />Five-year adjustable-rate mortgages dipped to 4.25 percent from 4.27 percent. <br />One-year ARMs came down to 4.29 percent from 4.32 percent. <br /><br />While still higher than the historic lower of 4.71 percent established in early December, long-term mortgage rates have hovered around a very favorable 5 percent thanks to the Federal Reserve's mortgage-backed securities program meant to keep rates low and make home buying more affordable. <br /><br />The central bank's policymaking committee confirmed on Jan. 27 that it will keep rates near those record lows in order to prop up the economy; but it still plans to terminate the program at the end of March. <br /><br />Low rates also trigger more refinancing activity, according to Freddie Mac. <p><strong>New Lending Policies Announced by FHA</strong></p>
<p><span style="font-size: 12pt;">If you were listening to the housing news last week, you probably heard a number of reports about lending changes that were announced by the Federal Housing Administration (FHA). While many of the news reports were confusing, the truth is pretty clear, and isn't as bad as some people may have heard.</span></p>
<p><span style="font-size: 12pt;">Overall the measures are intended to help the FHA better manage its risks and strengthen its capital reserves, while still providing home loans to the nation. The good news, as FHA Commissioner David Stevens stated recently, is that "by continuing to provide affordable, responsible mortgage products, FHA will support the housing market's recovery" and "remain the largest source of home purchase financing for underserved communities."</span></p>
<p><strong>What's Changing?</strong></p>
<p><span style="font-size: 12pt;">If you or someone you know is considering an FHA loan, some of these changes may affect you. Here's a clear, concise rundown of the major changes and what they mean:</span></p>
<p><span style="font-size: 12pt;"><strong>1. Increased mortgage insurance.</strong> The mortgage insurance premium (referred to as private mortgage insurance by many people) will be increased from 1.75% to 2.25%. This change will add some cost to purchasing a home, but will not overburden consumers since the mortgage insurance is paid over the life of the loan, rather than upfront at closing.</span></p>
<p><span style="font-size: 12pt;"><strong>2. New down payment and credit score requirements.</strong> According to the new policy, homebuyers who have a credit score of at least 580 may still be able to purchase a home with 3.5% down, but those with credit scores of less than 580 will be required to put down at least 10%. This change is designed to help the FHA balance its risk, while still providing affordable down payments for consumers with a history of good credit and responsibility.</span></p>
<p><span style="font-size: 12pt;"><strong>3. Reduced seller concession.</strong> Basically, this change means that the person selling the home will now only be able to offer the homebuyer 3% to help defray closing costs, as opposed to 6% under the previous policy.</span></p>
<p><span style="font-size: 12pt;">In addition to these changes, the new policies contain a series of new measures aimed at increasing lender enforcement.</span></p>
<p><span style="font-size: 12pt;">These changes will become effective on April 5, 2010. The bottom line is that the changes will impact some homebuyers more than others. But in the end, the FHA is still committed to providing affordable home loans.</span></p>

Individuals with incomes up to $145,000 and joint filers with incomes up to $245,000 qualify for reduced credits. <strong>HOW TO APPLY: </strong>Taxpayers can claim the credit on their federal tax returns. Reid, a Nevada Democrat, said today he has scheduled a vote late on Nov. 2 to bring debate on the issues to a close and clear the way for approval by the Senate, followed by the House. &ldquo;The House said that they would accept that and that could be done as early as&rdquo; Nov. 3, Reid said on the Senate floor. That &ldquo;would be a great relief,&rdquo; he said. The legislation has been delayed by Republican demands for votes on several amendments, including one to ensure the end the Treasury Department&rsquo;s Troubled Asset Relief Program by the end of the year. The Nov. 2 procedural move, if approved, would enable Democrats to ignore those demands and put the measure to a vote. Democrats announced plans earlier this week to extend the homebuyers&rsquo; tax credit, scheduled to expire at the end of November, until April 30. The plan also would let more people qualify for the break, including some who already own homes and those with higher incomes.</p>

<p>Landscape designer Michael Glassman has cooked up a recipe for guaranteed curb appeal.</p>

<p><strong>1. Add splashes of color.</strong> With every changing season, a landscape should provide a new display of colors, textures, and fragrances. "It&rsquo;s best to use one or two and repeat them," Glassman says. Example: white iceberg roses that bloom in spring, summer, and fall as a backdrop; in front, a contrasting punch of purple salvia or lavender that will flower at the same time; and as an accent, a crape myrtle tree that provides changing leaf colors in fall and interesting branches come winter.</p>
<p>&nbsp;</p>
<p><strong>2. Size trees and shrubs to scale.</strong> These should be planted in the right scale for the house so that they don&rsquo;t block windows, doors, and other architectural features on the home&rsquo;s facade. A large two-story house can handle a redwood, Chinese pistache, sycamore, or scarlet oak, but a one-story cottage is better paired with a flowering cherry, crabapple, or eastern redbud. Too many trees cast too much shadow and cause potential buyers to worry about maintenance and costs.</p>
<p>&nbsp;</p>
<p><strong>3. Maintain a perfect lawn.</strong> A velvety green lawn demonstrates tender loving care, so be sure sellers&rsquo; homes don&rsquo;t have brown spots. Some rocks, pebbles, boulders, drought-tolerant plants, and ornamental grasses will generate more kudos, especially in drought areas.</p>
<p>&nbsp;</p>
<p><strong>4. Light up the outside.</strong> Good illumination allows buyers to see a home at night and adds drama. Sellers should use low-voltage lamps to highlight branches of specimen trees, a front door, walk, and corners of the house. But less is better. The yard shouldn&rsquo;t resemble an airport runway.</p>
<p>&nbsp;</p>
<p><strong>5. Let them hear the water</strong>. The sound of water appeals to buyers, and you shouldn&rsquo;t just reserve this for your backyard. A small fountain accented with rocks provides a pleasant gurgling sound, blocks street noise, and is affordable.</p>
<p>&nbsp;</p>
<p><strong>6. Use decorative architectural elements.</strong> A new mailbox, planted window boxes, and a low fence wrapped in potato vines add cachet, particularly during winter months when fewer plants blossom. Colors should complement the landscape and home. Just don&rsquo;t overdo it: Too much can seem like kitschy lawn ornaments.</p>

The Cash for Clunkers program was very "creatively" accounted for as a reduction in the sales price of automobiles, which had to have a dramatic effect on lowering the CPI that was reported. Imagine how much higher CPI would have been had this "creativity" not been used. As even more inflationary fears creep into the economy, home loan rates will continue to rise. </span></p>
<p style="text-align: justify;"><span style="font-family: &quot;Arial&quot;,&quot;sans-serif&quot;; color: black; font-size: 10.5pt;">Also adding pressure to Bonds and home loan rates is the Fed's plan to ration out their remaining purchases of Mortgage Backed Securities. The Fed has purchased around $950B year-to-date out of the $1.25T allotted for the program, which is now set to expire March 31, 2010. This means the Fed will be averaging about $14B a week in purchases, a lot less than $25B or so they had been doing up until recently. And anytime demand for an item slows down...including Mortgage Backed Securities...the price goes down. And in this case, it means that home loan rates will move higher.</span></p>
<p style="text-align: justify;"><span style="font-family: &quot;Arial&quot;,&quot;sans-serif&quot;; background: yellow; color: black; font-size: 10.5pt;">The bottom line is that the heat is on...and home loan rates are starting to rise already. While home loan rates are still incredibly low, it is clear this won't last much longer - and we may not see rates at these levels again in our lifetimes. Stock earnings season continued with some mixed news: There were reasonably strong earnings reports from Intel and JPMorgan Chase, while there were weaker than expected reports from Johnson &amp; Johnson, General Electric and IBM. Bank of America also posted its first loss for the year.</span></p>

While these Fed purchases have helped home loan rates stay near present low levels, remember that their buying program is set to be over near the end of the year. There is talk that the program will be extended - but there has also been talk that it will end early - so nothing is a guarantee, except for the fact that when the Fed purchasing program is over, home loan rates will assuredly rise. </span></p>
<p style="text-align: justify;"><span style="font-family: &quot;Arial&quot;,&quot;sans-serif&quot;; color: black; font-size: 10.5pt;">In addition, given the current expiration date of November 30, 2009 for the $8,000 First Time Homebuyer credit, it's important for homebuyers to get prepared, and take action. In fact, many homebuyers are doing just that already.
